Does Virginia regulate pharmacy technicians?
Yes. Virginia law says no one may perform the duties of a pharmacy technician without first being registered as a pharmacy technician with the Virginia Board of Pharmacy.
Registered technicians may do tasks such as entering prescription and drug history information, preparing labels, pulling drugs from inventory, counting, measuring or compounding drugs, packaging and labeling, and stocking automated dispensing devices. Under a pharmacist’s supervision at the same location, they may also give certain vaccines to people aged three and older.
Is certification required to practice in Virginia?
Yes, in practice. Virginia does not issue a certification of its own. To register as a new pharmacy technician, you must show that you passed a national certification exam given by the Pharmacy Technician Certification Board (PTCB) or the National Healthcareer Association (NHA). You must also show that you completed a qualifying training program.
There is an exception. Technicians who were registered before these rules took effect do not have to meet the training and exam requirements to keep or renew their registration.
What certification exam(s) is/are approved by the state?
Virginia law and Board regulations accept a national certification exam given by either of two organizations:
- PTCB: the Pharmacy Technician Certification Exam (PTCE), which leads to the CPhT credential. PTCB lists the application and exam fee as $129.
- NHA: the ExCPT pharmacy technician exam.
Exam fees are paid to the testing organization, not to the Board. PTCB requires CPhTs to renew their national certification every two years. That is separate from your yearly Virginia registration renewal.
When is registration required?
Before you perform any pharmacy technician duties. If you are still in a training program and need hands-on practice, you must first register as a pharmacy technician trainee. Pharmacies may let people enrolled in a training program do technician tasks only if they hold a current trainee registration.
A trainee must be enrolled in a qualifying program and directly monitored by a supervising pharmacist. The Board sets an expiration date of no more than two years on each trainee registration. It becomes invalid if you leave the program or stop actively progressing toward finishing it.
Is licensure required?
Virginia uses registration, not licensure, for pharmacy technicians. The practical effect is the same: you must hold an active Board of Pharmacy registration before you work as a technician. Working with a lapsed registration is illegal and can lead to discipline by the Board.
Free clinics are a special case. A technician who works only in a free clinic pharmacy can get a limited-use registration, and the Board waives both the initial and renewal fees. A limited-use technician may not work in any other setting unless they pay the current renewal fee to convert to an unlimited registration.
What do I have to do to become registered?
- Complete a qualifying pharmacy technician training program. Accepted programs are those jointly accredited by ASHP and ACPE, accredited Career and Technical Education programs, federal or military programs, programs accredited by a Board-approved body, and programs recognized by PTCB or NHA.
- Pass the PTCB or NHA national certification exam.
- Apply online. The Board accepts pharmacy technician applications only online.
- Pay the non-refundable $40 application fee. A trainee registration costs $30. These amounts took effect September 23, 2026.
If you practiced as a technician in another U.S. state, you may qualify by documenting that practice and showing that you passed the PTCB or NHA exam. The Board’s statute and regulations do not appear to set a minimum age or education level of their own. However, the training program and exam providers may have their own requirements.
Is training required?
Yes. New applicants must show they completed a qualifying training program in addition to passing a national exam. The Board also has two transition rules:
- If you completed or enrolled in a Board-approved program before July 1, 2022 but had not passed a national exam, you can register once you pass the PTCB or NHA exam.
- If you passed a national exam before July 1, 2022 without completing a Board-approved program, you can register with proof of that exam.
Once hired, you will also receive on-the-job training. Every Virginia pharmacy that uses technicians must keep a site-specific training program and manual. It must cover the pharmacy’s own computer systems, equipment and calculations, and the pharmacy must keep records showing you completed it.
Are there Continuing Education (CE) requirements?
Yes. Virginia pharmacy technicians must complete at least 5 contact hours (0.5 CEUs) of approved continuing education for each annual renewal. Extra hours cannot be carried over to the next year.
Approved CE includes ACPE-approved programs, certain Category 1 CME and programs approved by the Board. Up to 1 of the 5 hours can come from volunteer work as a technician for low-income patients at a local health department or free clinic, at 1 CE hour for every 3 hours of service.
Keep your CE certificates for two years after each renewal and provide them if the Board asks. The Board may grant an extension of up to one year if you request one in writing.
How often is renewal required?
Every year. Registrations expire on December 31 and must be renewed before that date. The renewal fee is $45 (raised from $35 on September 23, 2026). You also need a renewal form, an NABP e-Profile number and confirmation that you completed your CE. If you are first registered on or after July 1, your first renewal is not due until December 31 of the following year.
If you renew within one year after expiration, you pay the renewal fee plus a $15 late fee. After more than a year, you must apply for reinstatement and pay the renewal fee plus a $50 reinstatement fee. If you wait more than five years, you must also pass a national exam (unless your certification is current) and document 20 hours of CE. Virginia has no inactive status for technicians.
What should I do if I change jobs or change my home address?
You must notify the Board of Pharmacy of any change to your name or address of record within 14 days, in writing or electronically. Updating your information through the Board’s online system counts as proper notice. Board notices are considered received once they are sent to your address of record, so keep it current. Trainees have the same 14-day rule for address changes.
We did not find a separate Board rule requiring technicians to report a change of employer. Check with the Board if you are unsure whether a job change affects your registration.
Other important Virginia pharmacy tech requirements
- No pharmacist may supervise more than four people performing technician duties at one time. Trainees count toward this limit, and so do pharmacy interns while they act as technicians.
- Board guidance describes emergency rules, in effect until December 15, 2026, that allow higher ratios: up to six technicians or interns (four on site, two working remotely) for remote processing, and up to twelve at a central fill pharmacy. Trainees may not work remotely. Permanent rules were still under review, so check with the Board for the current ratio.
- Only pharmacists may receive oral prescriptions from prescribers, counsel patients or verify a finished prescription. Technicians may accept refill authorizations for Schedule III through VI drugs.
- A pharmacist must personally supervise any extemporaneous compounding done by technicians.
- Other Board fees include $20 for a duplicate registration and $35 for a verification of registration.
